Privilege for these services is determined by a counselor. The veterans have to meet the counselor personally. He will first determine whether a veteran is eligible for such a program. After qualifying for the program, the veteran is provided vocational training based on an assessment of their interests, talents, work experience and skills. The duration of the vocational rehabilitation program can go up to 48 months within a period of 12 years from the date he or she is informed of the privilege to VA reimbursement in which to use these advantages. In certain cases, VA may grant an extension of time and length of training. Application for Chapter 31 Vocational Rehabilitation Benefits In order to apply for the VR benefits under Chapter 31, veterans should use VA Form 28-1900. On the reverse of the application form, information and instructions are included. After receiving the receipt of this application in the regional office, VA will confirm the eligibility. In case the VA finds the veteran to be eligible he will schedule an appointment with a Vocational Rehabilitation Counselor or Counseling Psychologist for a primary evaluation in order to get the permission to vocational rehabilitation.
